IIRC, Penn was very close to joining the DAC. Not a big deal for football, but imagine the cost of schlepping stuff like girls volleyball teams from Mishawaka to Merrillville a few times a year?
But it's not just a few times anymore with Crown Point and Lake Station in the DAC. That's 80-90 miles. Penn to the closest DAC school LaPorte is at least 40, MC's 50, Cheesetown's 60. That's a waste.
Many in MC want to rejoin the NIC. City (Elston) was in the NIC for 70 years. Demographically, they fit in better with the SB schools than they do with the the Porter Co schools only Merrillville's a fit.
I'm not sure how LP people feel about rejoining the NIC. I grew up with a LaPorte address a block from the boundary and went to MCR. Most LP people try to distance themselves from MC unless they have to go to one of the malls or the beach. They were in the NIC for at least 50 years.
Hard to believe the NIC used to stretch from Whiting to Goshen & even Fort Wayne North Side. My Dad played in the NIC for Gary Emerson before all the Mill schools left and formed the Northwestern.
The perfect NIC would be:
Elkhart (consolidated)
Penn
Mishawaka
SB Clay
SB Riley
SB Washington
SB Adams
Concord - add
Goshen - add
Michigan City - add
The DAC should re-add Hobart, and then add Munster and East Chicago for 10.

Lake Station however isn't in the DAC, and I doubt they would ever be added.
There was discussion about adding ECC awhile back, but it didn't work out.
IMO, the best DAC would be:
Portage
Valpo
Chesterton
Merrillville
Crown Point
East Chicago
Lake Central
Hobart
Munster
Griffith or Andrean or Lowell or all
You get all the Region bigs together, and trim Laporte County, letting them affiliate with the NIC like you said.
*This leaves the Hammond schools, the Calumet/Lake Station types, Whiting, up and comers like Wheeler etc. scrambling, but they will be fine keeping the LAC going
