Alex Smith was not very good, early on in his career. This might be true of a lot of guys, but I think it speaks to the idea that he could have learned/honed some of those skills in his senior year in college, and been ahead of the game in the NFL.
His QB rating, by year:
2005: 40.8
2006: 74.8
2007: 57.2
2008: DNP
2009: 81.5
2010: 82.1
2011: 90.7
2012: 104.1
2013: 89.1 (first season with Chiefs)
2014: 95.4
2015: 87.7
I wonder how much goes to the fact that he went to the worst team in the NFL. I wonder how different their careers would have been if Rogers went 1st and Smith went 24th to the Packers and was able to sit a couple of years and learn from Favre.
I think part of the problem for #1 overall guys is they go to crap teams and are rushed into the starting spot too early. It can create bad habits and kill a guy's confidence.
