There is no sense in keeping ALL contacts open. The recruiting staff has too limited time and resources to stay in touch with everybody. It's not just about being efficient but more importantly being effective.
After Holtz's acrimonious battles with Admissions, Davie, who owed his job to Monk bent over for Admissions, Willingham brought his own lubricant with him.
When Weis came onboard, he approached Admissions to understand their thought process and learn where the immovable red lines actually were, and to establish dialog. He offered to not waste Admissions time with evaluating the inadmissible if he had a better understanding on which areas had latitude and how much was there. He instructed his assistants to zero in on those recruits that were viables. He also instructed them to review transcripts of HS underclassmen that expressed interest in ND so could revise the recruit could revise his course schedule if necessary to meet ND more rigorous requirements.
In the past, by the time ND Admissions saw transcripts, it was too late for most recruits to comply and players like David Terrell and Carson Palmer balked about retaking a course to improve a grade or retaking a test to improve a Test Score. Keep in mind the NCAA uses a sliding scale for GPA/Test Score. A higher GPA allows a lower tese score and vice versa. Also until recently ND required more Core Courses than the NCAA did. Weis had his assistants make HS coaches aware of the extra courses needed, again, so a recruit could change his course schedule to comply.
Weis had shortcomings, working with Admissions wasn't one of them. He probably did more than any of his predecessors to improve the chances of ND recruits to gain admission.
