Correct. He was billed as a "generational" QB, #1 overall type of guy... instead his best season he was a mere 25th in the country in QBR and ended up being a second round pick + bust in the league. His best year, where he was a top 25 QB, he had NFL talent at literally every pass catching position.
My issue with Cali players is exactly that... they're almost always over-hyped. You see a 95 rating Cali WR chances are they'd be an 88 if they were coming out of NJ. Clausen #1 overall recruit, #1 QB recruit? No, he probably should've been a 4

type of guy. Just look at California's top rated QBs since 2010 --
2010 -- Jesse Scroggins, 96 rating, #4 overall QB -- BUST
2011 -- Max Wittek, 96 rating, #6 overall QB -- BUST
2012 -- Zach Kline, 98 rating, #3 overall QB -- BUST
2013 -- Troy Williams, 95 rating, #6 overall QB -- BUST
2014 -- Keller Chryst, 98 rating, #4 overall QB -- BUST
2015 -- Josh Rosen, 99 rating, #1 overall QB -- Actually good!!!
Bonus 2015 -- Blake Barnett, 99 rating, #2 overall QB -- BUST
2016 -- KJ Costello, 98 rating, #3 overall QB -- Probably going to be good.
Bonus 2016 -- Malik Henry, 98 rating, #4 overall QB -- BUST
So you've got like a 20% hit rate on California QBs if you consider Costello a hit. For whatever reason, the best California players seem to be the ones that fly under the radar and then blossom at some lesser PAC12 school. If you have hype and you're from California chances are you maxed out early and are going to suck at the next level. That's just my observation.
