The one thing about this that is difficult to understand is why they would come out and be explicit about the possibility of vacating wins at this point. Everything should be contingent on the investigation in order to not constrain themselves down the road. I understand that it's a preemptive move to make sure the NCAA doesn't get involved right away, but I think it's a big mistake.
It sets up a precedent whereby if a violation is discovered after the fact then wins from the past should be vacated. What if Tony Rice reveals in an interview that he cheated on a test - or even worse, someone digs up some old exams and finds blatant evidence of cheating? By the standard set today, it would seem like in principle they would need to go back and vacate those wins. Just an unnecessary and shortsighted move, in my mind.
