Suspended by whom? I mean, if the rest of the discipline is up to Meyer, then does that mean that Meyer is not the one who suspended him?

He is suspended for the Minnesota game at minimum, by Meyer. Any further discipline is up to him as well.
One game seems reasonable to me.
Guy got drunk during the bye week and made the stupid decision to drive. He doesn't have a pattern of bad behavior or anything.
The real punishment will be if Cardale holds onto the job now.

Guy is the starting QB, was drinking during the season, and didn't call someone for a ride. He should be suspended for 3 games just based on his flippant "I don't give a fvck" attitude towards his teammates, nevermind the actual legal issues.

Drinking during the season is bad, but I wouldn't put much weight on that since its their bye week. College students gonna drink and all that. That might sound crazy, but I really think drinking during a week of game prep is more egregious.

A. First Positive
1. The management team consists of the Associate Athletic Director for the assigned sport, medical review officer, drug testing coordinator, intervention coordinator and head coach or his/her designee. The management team will be informed of a positive drug positive test and/or alcohol/substance abuse related offense (e.g., DUI, alcohol related assault, underage possession of alcohol).
2. The student-athlete will be evaluated by the intervention coordinator and a substance abuse counselor approved by the Department of Athletics.
3. The management team will determine a management plan for the student-athlete and will meet with the student-athlete in the program at least once a year to oversee their compliance and monitor their progress.
4. The intervention coordinator will send a quarterly update to the management team about the status of the student-athlete.
5. The student-athlete will be subject to reasonable cause testing as determined by the management team’s recommendation.
6. The student athlete who has an alcohol/substance abuse occurrence (DUI, underage possession, etc.) will be subject to more stringent alcohol testing as part of their management plan. Any positive test for alcohol in these student athletes who are under 21 will be deemed a second positive in the program.
I don't think this guy has much of an argument here. The policy he cites mostly spells out OSU's drug testing program. It does spell out some policies following incidents, but nowhere does it talk about suspensions or anything punitive.
So I don't see how OSU AD Gene Smith (an ND grad and member of the 1988 National Championship team, btw) is out of line with his decisions thus far. But it will certainly be interesting to see how this situation plays out.

Edit: Sounded kinda dickish. Think I'm just a little pissed about the decision. I believe the logic behind the suspension he's mentioning is that J.T. Barrett is 20 years old, so, under paragraph 6 of that bit you posted, it counts as a "second positive." Under the second positive policy, paragraph 4, a two-week suspension is mandated.

You know what, looking again I have no idea what that policy is trying to say about underage drinking while driving. I agree your reading (it counting as two separate incidents) is the only way we can get to the "second incident" level, and that last sentence in Paragraph 6 is only stating the obvious that a positive alcohol test while underage and in the "management plan" is another infraction. At least it seems that should go without saying...

Didn't his happen in the offseason? Didn't he end up being suspended for 3 months until he fulfilled several requirements BK spelled out for him? Wasn't he of legal drinking age?

He was of legal age, but blew a .19 after running a stop sign. So his age is pretty irrelevant.
Not at all. Suspended from the team INDEFINITELY. If he had not done several things that Kelly spelled out for him he would not have been back on the team.
Too many people are quick to try and prove ND is no different when they are. Suspended for a DUI, suspended/dismissed for cheating, sent packing for drug use...all things ND has done. OSU, FSU, USC will never do this. While ND is not on a pedestal or alone in punishing student athletes for breaking rules, let's stop acting like ND is just like these football factories.
