Define "best football played"? The most highly concentrated NFL caliber talent comes from American Samoa I believe (I think it's a rate 10x greater than the national norm). Multiple cities in Louisiana, Virginia Beach, LA, and South Florida are the best in the continental US when it comes to finding a lot of talent in a specific city/suburb. California/Texas, because of their huge in-state populations, have the highest gross amount of talent. And don't sleep on New Jersey which has a big blend of talent.
Indianapolis? I'm not seeing it relative other Midwest cities like Detroit and Chicago... and definitely not relative to other places nationwide. However, the overall state of Indiana in recent years has produced a pretty shocking number of heralded recruits going back to Aldridge. I posted a comparison between Indiana and Louisiana in another thread and you'd be surprised how even it was with regards to 4
+ recruits (until this year, where Louisiana laughably trumps Indiana for '14).
