Assuming Wiltfong would have a correct prediction on this kid (could be baseless assumption on my part), the only uncommitted recruits out there that he has a CB for ND on are Elam, Hendrix, Luatua, Quick, Smith, Starks, Tranquill and Watkins.

I think Tranquill is most likely, but I like those options. Unless of course this is about McKenzie, and then I'll just be even more confused by that adventure.

Putting my prediction down for Payton Hendrix.

He loved his ND visit, and he told reporters (Scout or 247, don't quite remember) that he'd tatke some time and discuss the option of committing with his family. This was about 11-12 days ago.
