Because EA don't think there's money to be made in a single player game.
Not only is there money to be made for EA, but there are consoles to be sold as well. I'm currently "out" on the upcoming console generation but I'd come in for a sick Star Wars game. Otherwise, I'll probably wait for TES VI.
They could easily add online components to the game just like RDR2 and GTA V. Both of those games had tremendous single-player content. My assumption is this Harry Potter game will have massive single player and online components as well.
