ND isn't foolish but they have the financial ability to match or beat a pay increase as the only factor for leaving.
The facilities at ND have to be better or at least equal to Florida. The GUG is no joke. Practice fields with turf indoors and outdoors + a grass practice field. This doesn't even mention the fact our stadium expansion starts next year. I mean who wouldn't want to stick around to coach the first game in that new beautiful home?!
Recruiting would be easier at Florida. Wouldn't have spread your assistants across the entire country since the South East is so rich with talent. Admission standards would be lower. However, he would be dealing with more off field issues though.
Weather would be a major factor for me. As much as I love ND, it is hard to beat the sunshine of Florida, California, Arizona, or Texas. As soon as my brats graduate HS, that is where I am heading! Warm weather seems to put people in better moods, injuries seem to heal faster, etc.
As a coach, ND would be the better place right now. Talent is in place, facilities are great, a new stadium is coming, etc. Florida would be taking a step back to accomplish the same goal (NCAA NC)
