Again, wrong.
The HC ultimately signs off on who they go after and makes the decision to pursue others. That isn't a decision that Rees makes. It's one that Kelly and Long make, because ultimately it's Kelly's roster and Long's offense.
And like I said, Pyne was being pursued before Rees was even hired. Kelly targeted him early and settled on him. If he felt Pyne wasn't going to develop, it's on him or Long before Rees to make that determination and open the QB recruiting up.
And the idea that Kelly is the one going over hundreds of recruiting profiles is a load of crap. You re-evaluate Pyne and determine if he's worth sticking with, and if not, you open things up, and between you, Long and Rees, go through a list of names to go after.
