THE NCAA (for one year) did allow the roster size to go over the max limit for the upcoming season. They also increased the number of scholarship counters. So I would expect them to do something similar with football

For the upcoming 2021 season, the 35-man roster limit has been lifted, the annual scholarship counter was raised from 27 to 32 and the 25 percent scholarship minimum was temporarily lifted.
The problem though is not a one year problem. Every player Freshman through Senior was granted an extra year of eligibility. That means roster problems for the next 4 years. Far less of a problem in baseball since many guys will choose not to come back for a 5th year because many are getting a 25% scholarship (11.7 Scholarships for 27 guys) and don't want to rack up anymore student loan debt to play ball.
The fallout for football has the potential to be far greater since these are full scholarships and almost every player would elect to come back.
