Correct. He was billed as a "generational" QB, #1 overall type of guy... instead his best season he was a mere 25th in the country in QBR and ended up being a second round pick + bust in the league. His best year, where he was a top 25 QB, he had NFL talent at literally every pass catching position.
Doesn't do you much good if your OL is getting you killed every game, not to mention the virtually non-existent running game. Also have to remember that Jimmy played most of that season with turf-toe on his planting foot. And while he did have NFL talent in Tate, Rudolph and Floyd, Floyd missed half the season with a collarbone injury that continued to affect him when he eventually returned.
That's not even mentioning the "defense", if that's what they were calling it back then.
Jimmy busted in the league because he was injury plagued and never got the chance to develop. The instant he arrived, he was thrusted into the starting role on an absolutely horrendous Carolina team. Then a year later, they fired John Fox and drafted Cam Newton #1 overall.
