I have no doubt that the sort of migration Lax describes has occurred. But it seems to me that people become Michigan fans even with no connection to the state, not even an indirect one. Most of the Michigan fans I knew growing up were in this category. My brother's best friend became a huge Michigan fan just because he thought their helmets looked cool when he was a kid. My hunch is that Peppers was one of these, a kid who became a Michigan fan for some idiosyncratic reason unique to him.
