Only one player of those top 21 signed with UCLA. As with any new coach, Kelly is working through who fits in his system and players who are finding themselves buried on the depth chart or not finding themselves succeeding as they expected are transferring. Mora accepted a lot of recruits - 30 in '16 class, 19 in '17, and the transition year of '18 - 27. Kelly had 20 recruits in '19 -- 96 in those four classes. Many of those recruits were lower ranked at their positions and UCLA's multi-year APRs are the lowest in the Pac 12 for football. Some players just have "not on the team" designation as the reason. Kelly may be dealing with academic issues, too.
But players are transferring in. This article says UCLA has 71 scholarship players for 2019 and 62% of those are freshmen or sophs. Although four of the OL positions are returnees, LT may be manned by a true Freshman.
