Edit: Ok, so he is the no. 17 CB according to Scout. That may drop the WalMart Wolverines a notch or 3.
Him decommiting moved us up to #1 was my play.

I can't find any rule change to the maxof 28 signees a class with an 85 total limit (in fact it may have even changed to 25 per class).. But they blatantly disregard it.
Grayshirting is also quite common and mind-boggling to me why a kid would put themselves in that situation.

We all know the kind of talent they possess and their incredible ceilings, but that won't show through in the class rankings.Everyone is talking about how amazing USC's class is, which it is.
