Saying all City did was dump money into the team just makes me think you know nothing about soccer, or never watched City this year.

It's brutal honesty I can appreciate. City fans don't like hearing this, but it's spot on. The same can be said of Chelsea in the previous decade.
Pochettino and Klopp could win the League with that City squad. Brendan Rodgers almost won the league at Liverpool a few years ago with a team nowhere near as good. That team is pretty hard to screw up and they rolled on to a runaway season domestically. They've proven they can win the domestic trophies in England. They now have a bigger mountain to climb, and their ownership is spending towards that.
I think Mourinho underachieved at United and wouldn't do as well at City. He's too damn pragmatic and he's not the same guy he was when he arrived the first time at Chelsea. His time at Real changed him. For whatever reason, I don't know, but he hasn't been the same mind since he was there. He would not let that City team out of the barn. He wouldn't let his Chelsea and United teams out, but when he did/has, they attack and play very well.
I don't think Guardiola is anything but a good manager, but to say no one else could have won with that squad is giving him far too much credit. I'd never say he's a bad manager, but the poured a lot of money into a third place squad and rolled significantly to a title, as they should have. They also have facilities/grounds that would make SEC football programs blush. There is no end in sight.
Good for them, though. I'd rather it be a team from Manchester than London. Nevertheless: City, Bayern, PSG, Barca, Real and Juve all have to be held to Champions League standards in my book. They're domestic giants and should be doing what they're doing with more money and talent than everyone else.
