The thing is, A&M is always always going to be second fiddle to Texas in that state. So they'll invest in facilities/staff to keep up, but it's forever going to be an uphill battle to recruit the best talent. Plus you've got OU hanging around and the various Texas schools to contend with. And you're in the SEC West.
At Florida, you do have all those other programs to compete with for talent, especially FSU (and perhaps Miami now), but it's a fair fight. The balance of power there has ebbed and flowed between those three schools over the years, and UF has all the resources a coach could ever hope for. Plus it's got SEC cache, with the easier schedule in the east. Agree something has gone sideways in that program over the last decade, but the right coach can clean it up and put them right back into contention, I'd think.
Tennessee is probably third. Ole Miss will have to catch lightning in a bottle. Arkansas should maybe just keep Big Buyout Beilema for another season.
