Is he attending ND? Is he being recruited by ND? He hasn't been offered by ND according to 247 and Rivals.

IF, the student athlete was NOT recruited by the school (NCAA defines recruitment, as mailings, phone calls, texting, visits to HS and/or campus official or unofficial, etc.) the individual can attend school under a employee tuition program and walk-on. I believe that was the MVG situation. MVG was elevated to a scholarship (becoming a counter) based on his merits and dedication as a walk-on and NOT because he was a 4 star recruited athlete. Transparent, no subterfuge.
Some schools abused employee tuition programs to circumvent the 85 scholarship restrictions ("Counters") which was why the NCAA put in a regulation to deal with it.
Obviously with Ron on staff, Ronnie doesn't ND mailing to learn about the program. Likewise Ron attendance at Ronnie's games is as a dad not as a recruiter. Ron can't make recruitment visits for ND in his current position, he's neither a position coach nor certified by the NCAA to do so.
But IF a university circumvents the rule, the recruit becomes a COUNTER and the school would be subject to sanctions.
IF Ronnie is a bona fide talent, the talent will lead to recruitment. Other schools will be watching. Currently 247 lists Ronnie with 3 offers, BGU, BUFF, and CMU. It's early.
I don't think is true. Bertrand visited campus but he still had the ability to not be a counter because it was an unofficial visit. Here are the relevant sections on counters and the sections referenced therein.

15.5.1 Counters.

15.5.1.1 Football or Basketball, Varsity Competition.
In football or basketball, a student-athlete who was recruited (see
Bylaw 15.02.9Inserted below) by the awarding institution and who receives institutional financial aid (as set forth in
Bylaw 15.02.5.2Inserted below) granted without regard in any degree to athletics ability does not have to be counted until the student-athlete engages in varsity intercollegiate competition (as opposed to freshman, B-team, subvarsity, intramural or club competition) in those sports. 15.02.9 Recruited Student-Athlete.
For purposes of Bylaw 15, a recruited student-athlete is a student-athlete who, as a prospective student-athlete: (Adopted: 1/15/11 effective 8/1/11, Revised: 4/25/18)
(a) Was provided an official visit to the institution’s campus;
(b) Had an arranged, in-person, off-campus encounter with a member of the institution’s coaching staff (including a coach’s arranged, in-person, off-campus encounter with the prospective student-athlete or the prospective student-athlete’s family members); or
(c) Was issued a National Letter of Intent or a written offer of athletically related financial aid by the institution for a regular academic term.
15.02.5 Financial Aid.
“Financial aid” is funds provided to student-athletes from various sources to pay or assist in paying their cost of education at the institution. As used in NCAA legislation, “financial aid” includes all institutional financial aid and other permissible financial aid as set forth below. (See Bylaws 15.01.6.1, 16.2, 16.3 and 16.4.) 15.02.5.2 Institutional Financial Aid.

(a) All funds administered by the institution, which include but are not limited to the following:

unless the employee has been employed as a full-time faculty/staff member for a minimum of five years; and
(5) Loans.

I believe RP3 would not yet be a recruited student athlete because I don't remember any off campus contact and he is not able to receive an NLI or official visit yet. I also believe any employee tuition rates would not count under 15.02.5.2 because by the time he would be enrolled, his father would have been an employee for more than 5 years. To me, that means he does not fit either of the criteria to be a counter once he participates in competition.
