Well we know 3 of them (OSU, Nebraska, Iowa) voted to play. We also heard from "sources" that teams who wanted to play outside of a B10 format, would likely be allowed to. We also know the vote took a lot of folks by surprise, and happened very shortly after the schedule was released. I doubt they reverse course as they'd need to pick up 6 votes, but it certainly is not out of the realm of possibility. While the presidents do make the decision, I'm sure many of those presidents have now felt the pressure for a few weeks now, be it from parents, boosters, public, athletic departments (who are getting furloughed), etc.. There's also the fact that the other conferences who chose to continue, look to be managing things (along with the NFL). Interesting, if nothing else.
