This might not be the case anymore but as of 2010 I'm pretty sure children of university employees got a full scholarship. Could this possibly be what's going on?
Could be... I knew some situations like this in college where the player/son got a free ride that fell under the Coach's family package and did not count against the scholarship total even though they were a starter.
A good example might be Creighton basketball last year with the McDermotts. Creighton traditionally was in a employee trading co-op with schools like Valpo, Drake, Bradley and Evansville and all of them has similar programs for free, full rides for family members. If Dougie McBuckets went to school for free as part of Dad's package that would answer the question.
I'm not up on the NCAA bylaws like I used to be back in the 90's. Things change every year.
