They don't really have a choice at this point.
College sports is changing and ND can't simply ignore the reality that maintaining the old barriers on undergrad transfers is no longer an option if you want to legitimately compete. It doesn't mean you have to go full USC and load up on a dozen or so transfers per year, but you have to give your programs some leeway to bring in willing undergrads who can help supplement the roster.
ND is looking at a situation where they can't even field a starting 5 with who they currently have left. Shrews isn't going to be able to just load up on grad transfers. That only kicks the problem down the road. He needs guys who can contribute and do so for multiple years to provide some sort of stopgap and mitigate the absolute disaster that ND's admin allowed.
The good news is that if ND does start to be far more liberal with undergrad transfers to fix this mess on the basketball team, it will set a precedent that Marcus can use to force the admin to give him more transfers.
If the admin is even remotely smart or competent, they know this has to happen and will work quickly. Roper is a nice start, but more evidence will be needed to convince us that they've truly made changes to allow more undergrad transfers.
