I believe it’s a new practice facility to replace the Gug.

The original Rudy/gameday locker room is just a stop on the stadium tour. The players have been using a different one for years.

You are right that it's a Gug replacement, but the stadium (gameday) locker room is still used on gamedays as it was in Rudy's time. It has been renovated since then, but it is in the same physical location on the west side of the main stadium tunnel.

Ive never taken the tour, but I watched a video where the “original” locker room was next to the new modern one. I think they walk through it to the stairs. I think it was the Busing With the Boys podcast.

I could be remembering it wrong though.

Obviously this was still under construction when we were out in October, but I showed this video to my 12 yr old and he started jumping around. Then I got excited of his excitement of the Irish. Ahhh
