Reading between the lines here, this is how big institutions act when they're afraid of getting sued. Everything is extremely formal, certified mail only, etc. I'm hoping this is just the influence of the Office of General Counsel, but it may also indicate that ND is truly worried about getting sued over this.
There are a number of ND alum in your profession that have made it clear that their services would be available for any of these students. They are alumni interested in administration change, too. Some pretty effective, knowledgeable, capable individuals.
If a friend of mine who is an active alum could name names, and quote quotes, so, I will wager can members of the administration! Food for thought.

And oh, yes. Not wanting to return the players for Stanford for causing the delay is out of the equation. Unless there is pretty substantial proof that these players were actively cheating, no one is going to side with the school against the players, no matter what the outcome.
