Yesterday I posted two tragic stories that happened in Albuquerque. Heart-wrenching both. The John Hyde one shows the dangers many cops face daily. James Boyd's death seemed to leave everyone asking "What could have been done differently?"

Ever hear of the CAHOOTS program? Many cities are adopting this with funding going to them instead of the police. They work in collaboration with the police. Albuquerque and many other situations are instituting it.

I missed the stories you posted yesterday, but will go back and read them this weekend. I'm not familiar with CAHOOTS, but will read the article you linked to. My apologies if I was too harsh and painted your position unfairly, my friend. Frustrations over some of the things I've seen in the news caused me to boil over.

This isn’t going to work. Drugs are still crimes. And the first time a social worker gets beat up and they call the cops I hope the duty officer tells them to pack sand. How about these useless people quit be repeat offenders? And since next to none of you ride an ems unit what happens when they are blue in the face from yet another overdose and it’s time for Narcan and the ems provider gets hurt? Because since you probably don’t know the Narcan takes the drug out of their system very quickly. And they go right back to needing a high again. And the violent actions that come with will cost people their lives. Because the ems unit will then say we will stage until the scene is secure. I have seen it multiple times that a 5’7 200 pound man on acid, cocaine, heroin , weed mixed with other drugs turn in to pretty much the Incredible Hulk. And take 4 good size men to control him to help him. So when they send even 2 social workers out there to deal with that it won’t be long until they say I don’t get paid enough to get beat up everyday.

Thanks, tommy. It does answer a lot of the questions. So they went there on a call that a boyfriend was not supposed to be there not that they were coming to arrest him on a felony warrant. More will emerge so we'll eventually have a full picture explaining why guns were drawn.

We agree this should have been handled differently and without the use of deadly force. Why not even just let him go if it comes to that? They know where he lives. Emptying seven rounds at such close range in the back. Knowing what that does to internal organs makes you ask why it has to come to that - and now especially.

A couple of tragic stories in Albuquerque that speak to two sides of a many-sided police-citizen interactions:

Two policemen, Michael King and Richard Smith, were sent out to pick up John Hyde for a mental hold. Hyde had already killed three other persons that day, unbeknownst to them or to those who put out the hold. When they arrived at his door, Hyde shot King in the head and killed Smith as he was trying to assist King. Some background on that:

Michael King was known to a family member, who worked with him at one of the high schools where he also was a school guard part-time to his police job. Said he was a very nice person, a proud father and a family man, and great with the kids. At the emotional press conference announcing the deaths of the APD officers was another, Sgt. Carol Oleksak, who after a year of rehab from being shot in the face, was returning to work. Hyde has never been tried being found incompetent and seventeen years later is still not competent enough.

The other tragedy is James Boyd's death at the hands of the APD, which was in ways similar to Blake's. Some differences. Long and the short of it was Boyd was a homeless man living in the open space foothills whom nearby homeowners called the police to take somewhere else. Crisis intervention made some progress but were pulled off by the sergeant after hours long standoff.

Still Boyd agreed to come down and got his backpack. For some reason tasers were then used though and were not effective, beanbags were used, dogs were unleashed and Boyd pulled a knife. Police had remained ten yards or so away. The two officers put four rounds from a rifle into him and Boyd died of massive trauma despite extensive surgery.

The same community that was shocked by Hyde's murders of two policemen were also shocked when the police body cam video of Boyd's shooting was released. In the Boyd case, the DA charged the two police officers with second degree murder, which end in a deadlock. A mistrial was declared and the decision was not to retry. Boyd's death was the final case that led to Albuquerque being put under a consent decree.

I expect Sheskey will be charged over Blake despite the background info as the cops were in Atlanta and Minneapolis and Albuquerque. There were alternatives and those were choices they made. Sheskey clearly thought he was justified in taking Blake's life. That will be hard to argue and justify to a community.

I don’t have access to a computer right now and am on my phone so I’ll respond later on. Also, the complaint for the sex assault was released. He sexually assaulted his girl friend, beat her up, and stole her ATM card and withdrew money on the 7/6 incident. Keep in mind we only see a few Seconds of the video, the cops very well could have tried to passively descalate and arrest him but he couldve refused to be arrested and brought a weapon into the game. Also, just an FYI, allowing someone to leave that has a felony sex assault warrant is not an option and especially when the cops are called because the guy with the warrant is currently harassing his victim. He’s clearly a threat to the victim if not society. How do you explain to the victim that we’re not arresting him tofay because he’s too angry but don’t worry he probably won’t be mad that you called the cops on him and prob won’t come back?

It’s very simple. He’s not new to this whole being arrested thing. Take the collar and comply. Deal with the legal ramifications and don’t get shot. These incidents will always happen, regardless of reform. A known violent offender reaching into a vehicle is not going to be given much leeway by the police. Better to be judged by 12 than carried by 6.

Thanks for the f/u info. Cops don't draw their guns for no reason. I do not remember if the 911 call reported his name or just if they checked him out when they got there and then asked if he had. weapon. He could have pulled it out or just had it in his pocket. 911 calls typically ask if someone is a threat and may have a weapon. The caller may or may not have answered that or who the person was. Clearly, he's someone you do not want to let go due to his history and actions. I keep wondering about the alternatives to seven shots in the back. We're probably pretty close on that. The CAHOOTS team would not be on this one.

31 years ago the City of Eugene, Oregon developed an innovative community-based public safety system to provide mental health first response for crises involving mental illness, homelessness, and addiction. White Bird Clinic launched CAHOOTS (Crisis Assistance Helping Out On The Streets) as a community policing initiative in 1989.

The CAHOOTS model has been in the spotlight recently as our nation struggles to reimagine public safety. The program mobilizes two-person teams consisting of a medic (a nurse, paramedic, or EMT) and a crisis worker who has substantial training and experience in the mental health field. The CAHOOTS teams deal with a wide range of mental health-related crises, including conflict resolution, welfare checks, substance abuse, suicide threats, and more, relying on trauma-informed de-escalation and harm reduction techniques. CAHOOTS staff are not law enforcement officers and do not carry weapons; their training and experience are the tools they use to ensure a non-violent resolution of crisis situations. They also handle non-emergent medical issues, avoiding costly ambulance transport and emergency room treatment.

A November 2016 study published in the American Journal of Preventative Medicine estimated that 20% to 50% of fatal encounters with law enforcement involved an individual with a mental illness. The CAHOOTS model demonstrates that these fatal encounters are not inevitable. Last year, out of a total of roughly 24,000 CAHOOTS calls, police backup was requested only 150 times.

The cost savings are considerable. The CAHOOTS program budget is about $2.1 million annually, while the combined annual budgets for the Eugene and Springfield police departments are $90 million. In 2017, the CAHOOTS teams answered 17% of the Eugene Police Department’s overall call volume. The program saves the city of Eugene an estimated $8.5 million in public safety spending annually.

If you know Eugene, there are a lot of homeless who very often have mental illness, possibly with bad encounters with police in the past. So not being in uniform or having a weapon helps too.

As for the presumed IV Narcan situation, you're talking the person on a stretcher with a strap around their waist and in four points with that IV access and some sedative ready before you give it?

If they've OD'd CAHOOTS with their ems or RN would not get the call. But maybe with someone conscious with altered mental status. The team with clinical experience to see if the person may be on something else, have psych issues or a med condition like diabetic ketoacidosis. Plus they have time - hours if necessary - and be in touch with a medical facility that has their history.

Joey Gibson, the leader of the far-right Patriot Prayer group in Vancouver, was among the half-dozen indicted Thursday by a grand jury. The other five include Christopher Ponte, 37, Ian Kramer, 45, Mackenzie Lewis, 29, Matthew Cooper, 24, and Russell Schultz, 50.

The lawsuit, filed by the owner of the cidery in May, alleges Gibson, Cooper, Lewis, and Kramer “battered” patrons, with Kramer cracking one woman on the head with a baton, knocking her unconscious. According to the lawsuit, Ponte has “participated in Patriot Prayer activities since its inception.”

On May 26, 2017, Jeremy Joseph Christian fatally stabbed two men and injured a third after he was confronted for shouting racist and anti-Muslim slurs at two teenage black girls, Destinee Mangum and Walia Mohamed, on a MAX Light Rail train in Portland, Oregon.[1][2] Two of the victims, Ricky John Best of Happy Valley and Taliesin Myrddin Namkai-Meche of Portland, were killed; the third victim, Micah David-Cole Fletcher, survived serious wounds.

Christian, a white supremacist[1] and self-described white nationalist,[3] was arrested and indicted soon after the attack on charges of murder, attempted murder, and other crimes,[4][5] including a separate hate-crime assault the day before the fatal attack.[6] In February 2020, following a jury trial, Christian was found guilty on all counts.[2] Christian was sentenced on June 24, 2020, to two life terms.[7]

I know the left wing media is desperate to try and pivot this to a Trump problem, but I haven’t seen the right wing biker riots.

I have seen Dem DA’s not prosecute, Dem mayors deny access to the feds, Dem mayors and councils defund police, dem politicans promote bailout money for rioters with the Minnesota Freedom Fund, seen Biden staffers and Harris fund bail for violent rioters, Dem mayors have bypassed covid restrictions for riots, and dems in the press and in DC deny the existince of this violence.

However, when are people going to learn that not obeying orders / running / driving away / going into your own vehicle / resisting just isn't a good idea? If you are truly innocent why do any of the above?

Laws were enacted to set standards of conduct for the population. Let's hold people accountable first. When we do that, these situations will decrease and the need for police will decrease which means improper police actions will decrease. The police are there only because of the people who decide to ignore the law.

The irony is that the current president's behavior has basically given everyone else an argument that rules and laws can, and should, be broken. The populace will behave as its leadership does. I believe the GOP pushed that narrative during their crusade against Clinton.

I think this is just the start; we're on the path towards a pseudo-civil-war. Russia's plan has completely worked.

Patriot Prayer and Proud Boys and Three Percenters will be looking for vengeance. Trump will stoke this for all its worth, praise the right wing scum, and do anything to keep power. It worsens if closer to the election he sees he's losing. He's not looking to heal the nation's wounds and find common ground for discussion about race.

In addition to all the other dates, in August 2019, the white nationalist group American Guard joined in. At the June 2018 Gibson for Freedom Senate (for Washington) March he went to Portland.

Gibson said, “We’ve always had guns at the rally.” Even after everyone was searched at Terry Schrunk Plaza, where weapons are prohibited, several Patriot Prayer members still had guns.

Gibson - “I cannot think of one rally when we didn’t have guns with us. Everywhere we go, we have guns.” He also added that everyone should “be carrying around guns at all times — especially people in our situation.”

At that 2019 August rally, the police encountered four PPs on the top level of a parking garage with a "cache" of rifles and handguns. All the men has concealed handgun permits. Police confiscated the rifles and gave them back afterwards.

At this one, they faced off with the violent left groups and charged into them. Members of the crowd used an array of weapons, including baseball bats and firearms to beat and threaten those they opposed. Portland cannot deny any requests for permits due to free speech and cannot block them from rolling through downtown streets in provocations.

Money from outside Oregon is flowing into the right wing groups. Manipulating law to create disorder.

As for Portland Dem DA’s not prosecuting people who have not caused destruction of property or assaulted with charges like disobeying police orders or some other order, you need a full report to prosecute and testimony from the arresting officer. Do you think federal troops or State National Guard troops will return for that? The City DA announced when saying he would not prosecute those for non-violent alleged offenders whose defense could be the First Amendment-that violent offenders wil be and would be denied bail. US DA have announced their plans to prosecute violent offenders. Fed money for more police and. support personnel - absent.

As for Dem mayors deny access to the feds, they are welcomed within the limits of their roles, under cooperation with local authorities and invited. FBI, ATF, but not Homeland Security or Border Patrol. Everyone has seen how otherwise their presence worsens the situation.

As for Councils defund police, the Portland Council refused to eliminate PPD or even cut $50 million only $15 million out of a police budget had stood at about $245 million (a 6% cut).Where the cuts come from:
- Armed officers will be pulled from schools,
- officers will be pulled from TriMet,
- the Gun Violence Reduction Team will be disbanded.
- Eight positions from the Special Emergency Reaction Team and
- $2 million from the cannabis tax money will not go to the police

Portland To Redirect Millions In Police Funding, Dissolve Gun Violence Team

Redirect. These are sources of overtime which can be exorbitant. Aren't these reasonable?

Trump calls them "Real Patriots".

“It’s you who have created the hate and the division,” Wheeler said, addressing Trump. “It’s you who have not found a way to say the names of black people killed by police officers, even as people in law enforcement have, and it’s you who claim that white supremacists are good people.”

“You’ve tried to divide us more than any other figure in modern history and now you want me to stop the violence that you helped create,” Wheeler said to Trump. “What America needs is you to be stopped so we can come back together as one America.”

He doesn't want America to come together or to stop white supremacists who come to Portland for violence.

Portland Police Bureau Knew Tusitala “Tiny” Toese Was Attending a Proud Boy Rally While a Wanted Man
His tracking bracelet hasn’t been functioning for weeks. But police pinged the probation office during the rally.


What Toese did:
On Aug. 11, Multnomah County Circuit Judge Kathleen Dailey issued a warrant for Toese's arrest after he violated conditions of his probation agreement stemming from a conviction for a 2018 assault. That agreement prohibits him from attending protests through 2022, and from leaving his home in Vancouver, Wash., except for work, medical appointments, and meetings with his probation officer. The agreement also requires him to wear a GPS tracking device.

On Saturday, Toese thumbed his nose at those restrictions and openly defied his probation agreement. Video showed him casually strolling by police.

"Law enforcement (PPB) did send notice [to DCJ] on Saturday about Toese's presence at the protest," spokeswoman Jessica Morkert-Shibley says. "We received an electronic notification on Saturday (8/22) afternoon at 2:41 pm through a law enforcement notification system."

It remains unclear whether officers on the ground had knowledge of Toese's presence, but the bureau's command post did, according to PPB spokesman Derek Carmon.

At the time of the protest, Toese's GPS tracking bracelet, required by court order, was either not charged or not functioning because he had tampered with it, Preuitt says. She says DCJ hasn't been able to consistently track Toese's location for weeks.

Preuitt says DCJ extended Toese's warrant to Washington state—where he lives—so Washington law enforcement has legal authority to arrest him, too.

Everyone knows Toese. He's a leader that espouses violence and from Vancouver, WA as many are. Picking him up in Vancouver avoided exacerbating their violence. Gibson may be under the same restrictions and also have a monitoring device until his trial. Gibson's rally for his U.S. Senate race for Washington shouldn't be held in Portland unless they just wanted to incite and unite supporters. Feds could follow the money trails that lead into Gibson and Patriot Prayer.

Trump level move would be to meet with the woman who called the cops on Blake. Denounce crime and encourage curfews in any city experiencing riots. Highlight the number of folks arrested from out of town.

So low-T on brand for antifa for a 17 y/o to take out 2.5 with three bullets. You can hear other shooting in the videos I have seen but only three shots fired by the kid. What level of special are you to attack an armed person who just shot someone with your skateboard. Darwin awards abound in 2020.

lol well the election in November for the gig will be contested by him the incumbent and his challenger, a democratic socialist. Wheeler had 50% more of the primary ballot back in May so chances are he will get reelected again.

Portlanders are sick and tired of the young anacharists - antifa if you wish - and the flag-waving scum that look to bring guns and clash with them. They take over at night when the peaceful. protestors go home. That message has been made clear again and again. When the focus of the federal justice center with unwanted federal agents was eliminated, it was downtown and also moving to other areas including one that used to be primarily AA starting fires that damaged small businesses. Another of their focuses was an E. Burnside police station.

Portlanders are fed up with them going through downtown breaking windows and indiscriminate damage. I don't know if there is a lot of looting. I think they just typically destroy. The Oregonian has published photos of the violent ones arrested. The DA has denied them bail. They hate the police and they really hate the white supremacists. The police are understandably overwhelmed and have to pick their battles. They have a very tough job. Two of the last three Chiefs are AA as well as the head of the City Council. They and the black community have repeatedly called for an end of violence.

I don't know if the antifa still are in Laurelhurst Park, but I hear that the only damage in that area was some spray painting on a construction site. I don't know if any progress has been made on the arrest of the suspected extreme right wingers that through the pipe bombs at them either. One thing for sure is brace yourself when the Patriot Prayer Proud Boy scum announce another rally in a city in which they do not live. Block off downtown and route the trucks around it.

Free up federal funds that Portland is being denied for law enforcement from the JAG and COPS programs.

Having lived in Portland and having three family members who also have lived in Portland and with thirteen family members currently living in the metropolitan area of Portland (not counting children) and with many friends living in Portland, tell me where I went wrong in reflecting all of our observations and opinions. I won't figure out how many family members live in Oregon but have not lived in Portland.

Where do you live? How much time do you spend in Portland? Where do you get your info?

Family members have gone to school at Lewis and Clark, at Portland State, have taught at the University of Portland, who work at Oregon Health Sciences, who work in business in Portland, who own small businesses in Portland, who practice medicine at Portland hospitals, etc. Not going into friends.

I have family members who were born in Oregon, but don't live their anymore, have family that went to Eugene (Univ of Oregon).

Judge: Feds Wrongfully Interfered With $6M In Grants Over Oregon Sanctuary Law

A federal judge has ruled that President Trump and the attorney general wrongfully interfered with about $6 million in federal grants for law enforcement in Oregon.

The Trump administration had threatened to claw back funding from so-called sanctuary cities and states.

Last November, Oregon and the city of Portland sued over one grant in particular: the Edward Byrne Memorial Justice Assistance Grant (JAG) Program.

Congress created the grant program in 2005. It awards states and cities funding based on their population and rates of violent crime.

Over the years, Oregon and Portland received more than $26 million in JAG grants. The funds paid for a wide range of local priorities: hiring victim’s advocates to work sex crimes cases, purchasing bulletproof vests, and starting drug courts.

Under the Trump administration, the U.S. Department of Justice has imposed new conditions on the grants, including requiring states to certify that they will cooperate with federal immigration enforcement.

Trump has lost not only at the District level, but at multiple Appeals Court levels. Operation Legend brings in $3.5 to $11 million for multiple other cities across the nation. They send up to forty federal agents to cooperate and work with local law enforcement in other cities.

Oregon sends more tax money to DC than they get back. Why not return that money to Salem (capital) ? He would rather blame them.

He's going to lose again at the SCOTUS if the DOJ decides to appeal. Send the feds to work with government. Give tens of millions to Oregon through Operation Legend. Law and Order? What a tool.

The Oregon chapter of the Council on American-Islamic Relations, Oregon Justice Resource Center, NextUp Action Fund, Portland Democratic Socialists of America, Portland’s Resistance, and PopMob released a joint statement Sunday.

“What took place last night was inevitable given Mayor Wheeler’s repeated failures,” the groups said. “He has not protected or supported Portlanders. We do not have confidence in his ability to course-correct. He must resign.”
