Spin it anyway you want, but if I'm a citizen of Portland, I'm holding the mayor accountable for letting this get to where it is.
When I was young, I would look at the mayor of a major city (most politicians, actually) and think, "Wow, that person must be so smart and such a great leader." Now, I realize most are idiots like the rest of us just trying to get their 40 hours in.
LOS ANGELES (AP) — A Black man was shot and killed by Los Angeles County sheriff’s deputies after he was stopped for a traffic violation while riding a bike, then ran from police, punched one officer and then “made a motion” toward a gun on the ground, authorities said.
The Monday afternoon shooting death of Dijon Kizzee in South Los Angeles prompted a peaceful protest hours later. Black Lives Matter marched Tuesday evening from the scene to a sheriff’s precinct station.
A Sheriff’s Department statement released Tuesday evening said deputies had tried to stop Kizzee for riding his bicycle in violation of vehicle codes, but he dropped his bike and ran. It didn’t provide any more details about the alleged violation.
The deputies momentarily lost sight of him. But when they caught up, he immediately punched one deputy in the face and dropped a jacket, causing a black semiautomatic handgun to fall to the ground, according to the statement.
The shooting occurred when the man “made a motion” toward the gun, the statement said.
Latiera Irby, 29, told the Los Angeles Times that she had stopped by her mother’s house to get her hair done when Kizzee came up to her car and told her: “They’re coming to get me; they’re coming to get me.”
Kizzee offered her money to drive him away.
“I didn’t know who he was running from, so I told him no,” she said.
Irby said a short time later, she saw Kizzee scuffle with a deputy, who backed away and then shot him.
The same deputy and another fired at Kizzee after he fell to the ground, she said, adding: “He had nothing in his hands.”
Police said the handgun was recovered, and no deputies were injured. TV news helicopters showed a gun near the body.
Dean said investigators had not yet interviewed witnesses or reviewed any surveillance or cellphone video.
“Give us time to conduct our investigation,” he said. “We will get all of the facts of this case and eventually present them.”
The Los Angeles County Sheriff’s Department, the largest in the nation, does not have body cameras for deputies, though that soon will change. The county Board of Supervisors on Tuesday approved funding, and the first round of deputies will be equipped with cameras next month.
Ed Obayashi, a use-of-force consultant to law enforcement agencies and a deputy sheriff in Plumas County, said the Los Angeles County deputies will need to explain how they felt Kizzee presented an immediate threat even though his weapon was on the ground.
“For the officers to justify their shooting of Mr. Kizzee, they are going to have to articulate that they reasonably feared for their safety,” Obayashi said.
It will be important for the deputies to be specific, he said.
“What made you believe that he was an ongoing, immediate threat to the public?” Obayashi said. “Did you believe he was still armed? Why? And if he was armed and running away, what was your reason for feeling that he constituted a threat to yourselves or the public?”
Generally I think being a mayor would be a really thankless job. Even the partisans of your party probably hate you because they will have a lot of complaints about the city that they will attribute to you.
That said, a lot of these guys are the most tone deaf and incompetent people lol. If discussions at school ever get political or partisan, the best way to get things back to normal is bring up de Blasio lol

The rejection by the two sheriffs, elected as nonpartisans, increases uncertainty about Portland’s future just as Trump puts the chaos in Portland in his campaign crosshairs as part of his law and order re-election campaign theme.
Clackamas County Sheriff Craig Roberts said inundating the city with more law enforcement would not work because Portland’s newly elected district attorney has dismissed charges against hundreds of protesters arrested for non-violent, low-level crimes.
“The same offenders are arrested night after night, only to be released by the court and not charged with a crime by the DA’s Office,” Roberts said. “The next night they are back at it, endangering the lives of law enforcement and the community all over again.”
Earlier this month, the state police announced they would be moving troopers out of downtown, where they had been protecting the federal courthouse from demonstrators. In doing so, the agency included a jab at Schmidt, the Multnomah County prosecutor.
“At this time we are inclined to move those resources back to counties where prosecution of criminal conduct is still a priority,” OSP Capt. Timothy Fox said at the time.

Self preservation for the businesses. Who wants to visit the businesses when the stores and are are a mess? They need the business before they go out of business. They should send the mayor the bill for the cleanup.
Oregon law enforcement would beg to differ on your conclusion regarding the Portland DA. For example, earlier this week the Oregon governor proposed a plan having sheriff deputies (from two nearby counties) and the Oregon State Police assist Portland police in maintaining some semblance of order in the city. Both the county sheriffs rejected the proposal as reported by the local news:

I read that OPB article a couple of days ago. Anyway, I wouldn't make too much of it. But outside of the I-5 corridor and part of Deschutes (Bend) Oregon is very red both in voting and law enforcement with more than a tinge of racism. The sheriffs outside of Multnomah Cty (Portland) mostly ignore gun restrictions, are reliably red on attitudes and issues, don't like Oregon's marijuana laws and look upon themselves as the patriots in the state. The GOP, relying heavily on them, have tried to recall Kate Brown, who is openly bisexual, twice.
Most counties in Oregon do not exceed 1.5% black populations in fairly rural areas. (One black family or two moving from the county would make a signifiant difference.) About half the counties in Oregon have less than 1% blacks. Washington County is second in percent of AA residents - 2.5%. A number of recent Portland PD Chiefs have been black. The head of Portland's City Council is black. Whether the sheriffs in those counties believe there is racial injustice in law enforcement might be inferred. One of the reasons Sheriff Pat Garrett gave for not sending his police to Portland was "...the current volatility combined with intense scrutiny on use of force presents an unacceptable risk if deputies were deployed directly.”
I don't think the deputies in these counties wear body cams and if they were asked to wear them should they come to enforce law and order in Portland.
Clackamus County is where the right wing extremists and militia groups gathered in the town's biggest mall for their trip to Portland this past weekend. Refusing to help law enforcement, the Gov or mayor in Portland is a political statement. The City DA dropped the hundreds of non-violent people rounded up because they would plead the 1st Amendment. Legal time and money would have been wasted while violent offenders at nights would pile up case loads.
The U.S. District Attorney is working with the DA and state. State police are being deputized as U.S. Marshalls to fight the violence, since the nearby counties don't care or refuse. Having those Sheriffs' force might be problematic might be problematic anyway if plans were made to diminish the provocative demonstrations and atttacks with weapons by right wingers.

The Oregon constitution had a black exclusion clause in iit - "No free negro, or mulatto, not residing in this state at the time of the adoption of this constitution, shall come, reside, or be within this State, or hold any real estate." In. 2002, Measure 14 to remove this from their constitution. Thirty-one percent voted to leave the wording in it.
Oregon State Police are “continually reassessing our resources and the needs of our partner agencies, and at this time we are inclined to move those resources back to counties where prosecution of criminal conduct is still a priority,” spokesman Timothy Fox said in a statement.
The police force is angry at Multnomah County District Attorney Mike Schmidt’s decision not to prosecute many people arrested during weeks of protests at the courthouse, Fox said.
The Oregon State Police left Portland at the end of August and have refused to return for the same reason the sheriffs will not return.

Patriot Prayer and Proud Boys and Three Percenters will be looking for vengeance. Trump will stoke this for all its worth, praise the right wing scum, and do anything to keep power. It worsens if closer to the election he sees he's losing. He's not looking to heal the nation's wounds and find common ground for discussion about race.
In addition to all the other dates, in August 2019, the white nationalist group American Guard joined in. At the June 2018 Gibson for Freedom Senate (for Washington) March he went to Portland.
Gibson said, “We’ve always had guns at the rally.” Even after everyone was searched at Terry Schrunk Plaza, where weapons are prohibited, several Patriot Prayer members still had guns.
Gibson - “I cannot think of one rally when we didn’t have guns with us. Everywhere we go, we have guns.” He also added that everyone should “be carrying around guns at all times — especially people in our situation.”
At that 2019 August rally, the police encountered four PPs on the top level of a parking garage with a "cache" of rifles and handguns. All the men has concealed handgun permits. Police confiscated the rifles and gave them back afterwards.

At this one, they faced off with the violent left groups and charged into them. Members of the crowd used an array of weapons, including baseball bats and firearms to beat and threaten those they opposed. Portland cannot deny any requests for permits due to free speech and cannot block them from rolling through downtown streets in provocations.
Unfortunately, the current violence is going to pale in comparison to what happens when the police officer who shot Blake is acquitted and Rittenhouse is found guilty of just a gun charge.

“A couple of these officers are pretty young officers and they’re confused as well,” Mazzeo said. “I think when this investigation is over and you compare it to just what the training went through, to me, it looks like they were watching the training in front of them and doing it step by step by what that training says to do. So if there is a problem with that, if there’s an issue with that, lets change it.
“What is going to prevent the same occurrence from happening tonight, or this weekend, to officers who have to follow a protocol?” Mazzeo said. “If the officer does something wrong outside of protocol, then they should be disciplined. If they follow protocol to a T, then what do you say to them? The questions should go to New York State Division of Criminal Justice Service. There’s videos that show exactly why and how that tactic is used to a t to what that officer did. They explain it.
“We believe that that individual had a severe problem or issues, there’s documentation there that listed various drugs. It’s unfortunate what we’re dealing with, way more than we should be dealing with — it’s a national crisis. It’s not that uncommon which is unfortunate and telling to what our problems are. We have a number of overdose deaths in this community, daily, weekly , monthly — way more than we should.”
Heard on the news yesterday that police deaths by suicide are at an all time high.
A family member who lives in NE Portland went downtown with a friend last weekend to listen to speeches and show support for one of the many organizations involved. Before crossing into the park, the right wing extremists and Pro-Trumpers "rally" came roaring into town from Clackamus. Says they were whoopin' and a hollerin', honking, flag-waving, wearing weapons including semi-automatic rifles, yelling at those they thought were antifa, some spraying the crowd with pepper spray and paint and looking to verbally engage and confront any Portlanders. This went on for at least twenty minutes with cars remaining behind as far as she could see. They gave up listening to hearing speakers and left.
The Proud Boys announced they will rally at Terry Schrunk Plaza downtown on Sept 26th according to their head who lives in Florida. Maybe Alex Smith will come from Austin, or other groups from around the U.S. The Plaza is not city-owned but federal. That way they can avoid any problems with Portland city code. No loaded weapons are allowed on city public areas. Perhaps this is the reason state National Guard has been deputized as federal agents.
Similar to a sh*tshow of a rally in August 2019 where they faced off with the antifa. The advance timing allows both to muster their participants from areas in the areas outside of the state.
This has to stop. These three groups - Patriot Prayer from Vancouver WA, Proud Boys, and the antifa - need to be kicked out and prevented from entering. Big money behind this for lawyers.
