Both, really. The Constitution refers to "advice and consent" in the noun form. But one could use the verb form "to advise and consent" when talking about the Senate's actions. The Senate advises and consents when giving its advice and consent.

I need advice on asking about advice. I may not take your advice though.

I haven't watched any film on advice, but would suggest if an expert in the field gives you advice, decline it unless a bunch of people who write advice columns all give the same advice.

Then, if you take the advice, make sure that you only use it for a few years, even if the advice is working....because new advice is newer, and will have a longer shelf life.

If you go against the advice, and it is clear that you should have taken the advice, then just say "it is my opinion" and that will disqualify the bad decision
