I believe he is already doing this at Texas Tech.

From 247:

“We have a personnel department that is over recruiting,” McGuire said. “The coaches that came that weren't maybe at Baylor and and saw Matt Rhule’s design. It's a little bit different, but very, very similar. They were kind of taken aback, because they may tell me they haven’t watched a guy and we’ve already offered him. I say, 'Coach, here's the deal. This personnel department, headed by James Blanchard, all they're going to do 24/7 is watch film. They're going to watch more film than anyone. And it takes that off your plate.' I said, 'But if you want, we're going to watch him. But we're not going to wait to offer these kids to give you give them the thumbs up. It's going to delay the process."

"To increase efficiency, McGuire does something Bellaire said he hadn’t experienced at other places he’s worked, like Baylor, Texas A&M or LSU: McGuire gives his personnel staff full autonomy to offer prospects, without needing his prior approval. Blanchard will still poke his head in McGuire’s office or fire off a text to him to keep him abreast before offering, but he has the “green light,” Bellaire said, to offer."

Notre Dame isn’t for some people. Texas and Indiana aren’t a like. If him and his family weren’t going to be happy then it saved the university from doing this again next year.

It does suck that ND can’t get who they want though.we will find out how strong the staff is and not letting this lose all the momentum.

So he has authority over the head coach who to recruit? I can’t imagine any big time school or coach is going to commit to that
You wouldn't think - especially if I'm an OC or QB coach, I wouldn't want to hitch my future to a guy I don't support. It'd be hard to get legitimate established coaches in.

Outside of farting in the recruits living room, how do you get out of that if someone has full control?

Good... I would not feel comfortable giving total control to a non coach over player personnel.
It has to be collaborative, there are really good coaches who have proven they have an eye for talent on this staff and they deserve a say in who is recruited and evaluated. I loved the thought of Blanchard being the workhorse in the recruiting department but this is Marcus Freeman's show and he's proven his dedication to making Notre Dame a consistent power. Ultimately Blanchard would have been fantastic but Freeman is the engine and he'll bring in someone who wants to be apart of bringing a Championship to ND.

It legitimately only makes sense at Texas Tech. Blanchard was Director of Recruiting at Baylor, so presumably he could reasonably direct McGuire on offers when McGuire was only a floating Assistant Head Coach since Blanchard was Rhule’s guy. McGuire has never had any other college job besides that and being Texas Tech HC. So he works for a HC that essentially has never actually told him or anyone else what to do recruiting wise.

I trust Freeman, but not every hire is a home run. Stuckey and Parker proved that. We can make excuses to make ourselves feel better, but sometimes we do not land our top choices, and this year, it will be hard to outdo Golden, Chad, and Deland. Losing them is a major hit, and I do not see our new DC being better than Golden. Unless the other hires are exceptionally better than Deland and Chad, our staff will likely be less talented than last season. That’s just reality. I also love Carr, but I’m not expecting him to be all around better than RL, who was arguably the best QB we have had since BQ.

Sounds like our staff has a problem closing deals just like we had issues closing on recruits we had locked up in 2025 mainly at WR.

I genuinely want to know more about you, because I imagine you much like the mongoloid in The Goonies, but for all I know you're just a regular guy. Feel like this would clear a lot up for me.

People really think this "GM" position is a big deal. I'm not sure what evidence there is of this. New coaches don't need to be better than the coaches who are leaving. They just need to be about as good, which is entirely possible. And when you win, coaches leave. See, e.g., OSU.

Full autonomy of the 5th best school in the state. Watches more tape than anyone and didn't offer Leonard Moore.
They may actually be the 7th-8th best school in the state.

Tech will be 4th or 5th on that list at worst and in short order. They have big oil money funneling in to become a competitive program. There's no bottom to those pockets

Every program in Texas has bottomless pockets of "big oil money." Aside from UT sometimes that money doesn't seem to buy them the kind of success that anyone outside Texas notices.

What exactly do you disagree with here we missed out on 3 WR’s that were silents in 2025 they all ended up going somewhere else this is known
