Step 3 - ND leads the effort to make it mandatory for NCAA school to provide all recruits with 4 year scholarships

I just read up on this and it appears that, on the face of it at least, he's right. Saban and other SEC coaches recognized that not giving 4 year scholarships could work against them in recruiting and so they were happy to embrace this policy. Now they are forced to put players on medical hardship, get rid of them for violating team rules, or just try to get them to transfer.
So why are they still oversigning? Where are these kids going considering they have ridiculously poor graduation rates, but oversign every class? I'll believe it when kids start getting hurt or not playing well and get their scholly honored. It's one thing for Saban to say it, but its another to see it in practice.
