If Urban can fit his offense to Chris Leak for Florida, who was a pocket passer, he can fit it to Allen's talents as well.I think they knew they could wait because of his high interest and then after ND offered and they saw his decision schedule getting accelerated they pulled the trigger on the offer... and I think they did it more than anything to land Andrews.
If they really liked Allen, they would've offered him after he camped. They didn't. Ergo, they weren't impressed enough to have him near the top of their board and didn't see him as deserving an offer. Frankly, he doesn't really fit the mold of a typical Urban Meyer QB.

what makes us convinced urban is his favorite? outside of him enjoying his camp experience there last year, did he grow up a fan of theirs?
Right now it's all about getting him to stretch out the process and visit ND. That's step 1.
