There's only one way to read it if you look at the context of the tweet he was responding to. He goes on to say in a later tweet that it looks like Notre Dame is done this cycle.

Sounds like he means "ND is in pursuit of obtaining his signature"... That's how I saw it as anyway.

I have done much research on the hat selection process. I would say 67.33% of the time one of the inside hats are chosen, and 99% of the time the hat the player chooses is the university he will attend.
