Panama maintains full sovereignty over the Canal, but they are still required to maintain neutrality over its operations. It is certainly up for debate to the extent of which handing over operations of the Canal to China violate neutrality, but I for one think that giving our #1 geopolitical foe control over the operations of the single most strategically important passage of water for our armed forces is neutral.Didn't the treaty end in 1999 with giving full control back to Panama?
