I also believe you have to have a certain # of practices before you can play.
They're trying to get him immediate eligibility. He can practice and do everything else right now, just isn't eligible to play this year per standard sit-out-a-season transfers rules.
Technically, he should not get approved as he went outside the allowable radius per current statutes for the immediate waiver. Then again, Michigan completely fabricated a back injury that never happened for Devin Gardner and got him an extra year of eligibility... so it would be par for the course that Isaac plays this year.

How the hell has the NCAA not decided if he's eligible or not yet? 18 days till they play....seems kind've unfair to the kid/team.

Well something is up... Either Hoke lied about not knowing or the AD didn't tell him when the ruling came in last week.... or NickBaumgardner got it wrong.
I am still bitter about that! What a joke that process ended up being. IF EVd was 18 when he signed the Letter of Intent it should have stuck like a legal contract.
