Rumors aren't based on anything.

That's why they are rumors.

Rumors are unverified stories, statements or accounts of events. What makes a story a rumor is that it is unverified, not that it is based on nothing of substance. A rumor may be 100% true and have a firm basis in the facts, but still be a rumor because it comes from an unreliable source, etc.
