Don't understand McMahon's decision to exclude anyone with a criminal charge? I feel like he's really limiting the players he can choose from then, which also goes against the culture I'd expect he's going for?

no way....punt returns can be huuuge momentum changers...plus it factors into strategy w/ pinning them back, potential for a block punt or shank...

ND commit, Luke Jones, plays at Pulaski Academy for a coach who rarely punts & almost always on-sides kick after a score. The coach’s name is Kevin Kelly. He gets a lot of eye rolls for his philosophy but a lot of college & pro coaches have reached out to discuss his reasonng on this...incl Belichick.
his reasoning for this is based on the fact that generally HS kickers and punters suck. it wouldn't apply really in the Pro's.
he did integrate a policy in his offense though that says any offensive player can lateral the ball at any time if they so wish which is kinda fun. there are videos on youtube.
Yeah, the punters and kickers are bad enough at the high school level that the field position doesn't change enough to justify NOT trying to go for it on fourth down. It's a big-time mathematical thing.
You can punt and try to flip the field position, but your opponent's scoring chances will never drop great enough to outwiegh the statistical advantage of going for it on fourth down, and trying to manufacture the yards on your own terms.

If XFL poaches high school kids, they're poaching the ones that have no interest in playing school, i.e. the ones going to football factories.If they take kids straight out of HS, this would probably impact a lot of the big time programs, including ND.

Anything that takes the semi pro player from the non college programs is a plus for real college life experience football programs like Notre dame etc-this is only good for real college football and I hope it becomes huge. It would make the Sabans of the world retire and give life to college football again. You could see a NCG with real college guys not minor league semi pros who are on campus living in their own little football world who don't know a thing about the pressures of college life. Would be interesting and real. Stanford vs Northwestern for all the marbles-wow.

My conspiracy theory is that Luck, a brilliant man, realizes that the XFL is going to be the answer to bringing down the NCAA and their ridiculous amateurism issues. I think he wants to oversee the XFL's efforts at signing kids straight from high school.
I think they should have a 'supplemental' draft every year just for high school kids. Each XFL team takes a turn contacting one of the top high school players in the country. If there is reciprocated interest, that team officially has "dibs" on that player, and can enter negotiations. Give the kid a three year contract with an option for a fourth year, teach him the game and let him develop while making money and playing for your team.
After three or four years, he can enter the NFL draft or sign with an NFL team as a free agent if he still projects as an NFL guy. If not, he can extend his XFL contract or become a free agent in their league.
BOOM! Amateurism solved for the top 10-15 high school players in each class.
