To the first bolded, that sounds a little racist. Why are you impressed? I'm not. The CoP should be articulate, logical, able to understand the consequences of actions and lead their force.
Being a black CoP doesn't win you any brownie points with the AA community. The current CoP in Indy is black. Check out the abuse he took when he went to meet with a group of protestors protesting the death of Dreasjon Reed. Reed (police record) is the one who was being pulled over but refused and started a high speed chase he streamed live on FB saying he will not go back to prison. Got out and ran, firing shots at police before they killed him. When the Chief got there, protesters started calling him names and threw water bottles at him.
As far as the second, that's revitalization. Happens in every city. Downtown is in disrepair, nothing to do and turns into a ghost town after 5PM and on weekends. If cities don't start pumping money back into the area, the heart of the city starts a slow death. Indy is larger than both Seattle and Portland so I'm not sure what level of chaos I should view those cities given your statement.
