No. They would have to tear up the whole field install a new drainage system repack the ground for a good foundation then lay the new turf. That will take more than a month to do.

The installation process is described here. JadeBrecks is likely right; doesn't sound like something that can be accomplished in under a month.

From their site:

It takes an average of three to six weeks to lay an artificial turf sports pitch. If you have an existing sports field with the right foundation, you may not have to lay the entire field again. Pitch renovation is also an option.
