It also says that the rule goes into "affect" on that date so it's light on editorial oversight. I have no idea how thorough they were with the fact-checking.
You can ALWAYS refuse to release a student to a school... graduate or not... as long as you offered them a scholarship the previous year and are offering them a scholarship for the next year. See the article on the St. Joe's kid. It's a huge flaw in the system... I'm not sure how the rule works if you were declared medically ineligible at your previous school and therefor weren't an active member of their sports team. Just a very complex system.
As an aside, coaches can move from program to program easily and without repercussion, while student-athletes are punished.
Should be fixed but wont ever be.

“I’m going to Auburn,” Armstead said. “Me and my brother Armond are both visiting, and we leave Thursday, and we’ll be back home on Saturday. Right now, the plan is to make my decision as early as Sunday, but I could also wait and do it on Monday.
“I’m planning to enroll early, and some of the schools start next Monday and others on Tuesday so I want to decide pretty soon. I don’t have any big elaborate plans on how I’m announcing, but I think we might just do it at my church on Sunday if we can. Otherwise, I’ll just call up the schools and let them know.”
Shrug...what can you do...IMO, all this means is that Arik is likely going to Cal.

if i were a betting man, my guess is that it's going to go down almost exactly like this.
way too late to come to ND with those travel plans imo. he's got everything set to go to Cal it seems.
