My guesses are both soon and never. Kelly is a strong decision-maker. He'll get a favorite in the spring and give that guy the most attention especially reps-wise. But Kelly also keeps his eyes on everyone else and they know that the "next guy in" could be at their position even if they're healthy. That happened in an manner of seeing it with Carlo and Brian Smith late even after Carlo came back. Watt came very close to doing it with Stewart. Motta essentially jumped Slaughter and stayed there even when Jamoris came back healthier.
Kelly's not a hard-fixed mentality. The main thing he talked about in general team terms after the successful recruiting season was "this gives us the competition we need" within the team. Admittedly QB is usually different in terms of how most coaches view stability, but Kelly breaks the mold on almost everything so unless one guy is far superior, I'd expect to see some competition continuously.
