I think in college you can't advance the ball on a fumble *on fourth down

The offense can't advance a fumble on 4th down. So yes it did matter to review. Looked like the ball was absolutely coming out before he crossed the line too. Bad call.

From one side you can see Tranquill's helmet dislocating the ball. From the other side you can see the runner with the ball AND Tranquill's helmet on contact short off the goal line.

It didn't hit him in the hands. It was off his outstretched fingertips at full stride, 30 or 40 yds downfield. That's about 6 inches from your statement and reality.
