There are people who are American citizens who not only aren't from here...but currently don't even live here.

As far as the law goes, if your parent is an American so are you. Ted Cruz is born in Canada. He's still from here for all intents and purposes.

What are the choices? Who determines them? What recourse, if any, does the person have? What is the process? How is it adjudicated?

Anyone without birth certificate matching their current name or without a passport. Personally I have plenty of trans friends that fall into this category and are at risk of not being able eligible to vote if it passes into law

you want me to draft a federal form and a whole legal process on a message board. I am flattered. Bare minimum people should have an opportunity to show they are a citizen. I don't care whether that goes to immigration judges, federal district court, etc. If someone can allow they are a citizen, then they aren't going anywhere. I think there is a process to remove citizenship from naturalized people and deporting them, but I am unfamiliar with it.
