Federal agencies pre-positioned 1500 workers to supplement traditional support agencies, state responders and volunteers from across the country. The effort is ongoing. Maybe if he threw some paper towels you’d be satisfied.

To play devil's advocate here, I believe she said it was for "immediate assistance" (ie, food, water, gas, hotels, etc). In the same presser, she said the Fed Gov plans to replace 100% of the loss. Note, I agree that $750 is a joke and won't go very far (see Bidenomic inflation prices). With that said, to the second tweet about FEMA spending over $600M on immigrants and not having enough money to cover another disaster is terrifying, appalling, and is criminal use of tax payer dollars. Their misusage of funds has forced them to push another $20B into the disaster relief fund. Spend, spend, spend, spend.

I would hope fixing roads and infrastructure would be the minimal expected demand placed upon government. Army Corps of Engineers should be all over this with a dashboard of infrastructure failures, prioritization of repairs and timelines. Instead - people are seeing they are best off relying on themselves and neighbors rather than waiting for the feds. But hey - $750 will go a long way while you wait for your house to stop floating down the river.
