I don't think another year at high school is going to help his development. Sure, he will have his QB coaches train him outside of the seasonysy and whatnot, but he's reach his potential in high school. Another year beating the crap out of subpar talented Michigan high school teams wont do much.
Big fish in a small pond. If he wants to be the biggest fish, he needs a bigger pond.
Even if he comes in and just redshirts, or plays within the redshirt minimum of games, it's overall better for hm. Getting into the strength and conditioning, getting acclimated with the system, throwing and practicing with better receivers and better cornerbacks, and furthermore, learning how to be a ND student without the pressure of maybe having to also be the true freshman starting quarterback.
If Pyne solidifies himself as the starter this season, and it carries over into 2023, there is not a huge force to get Carr ready to be the starter as soon as he arrives.
