You're confusing thuggery with clean, hard, aggressive play.
Nicco had a clean, hard, aggressive tackle on the shoulder of Ware. It turned into a Targeting flag when the ball carrier lower his own head resulting in helmet to helmet contact.
The rule states:
No player shall target and make forcible contact against an opponent with the crown (top) of his helmet. This foul requires that there be at least one indicator of targeting (See Note 1 below).
When in question, it is a foul.
When in question, it is a foul. There was nothin in question about Tillery's blatant, unsportsmanlike conduct. In both cases long after the whistle Tillery tired to injure a downed player.
My point is not about a rule trying to limit injuries it's about the distinct difference in Nicco making a clean, hard, aggressive play and Tillery treating a downed injured player with disdain and trying to cause additional injury. Tillery did NOTHING to promote ND winning a game. He just acted like a punk.
