The main way to solve the issue of "incentives" is using a direct qualification system for playoffs versus any sort of rankings that will always over-index losses relative to wins.
In a 16 team playoff where SEC and Big Ten each get 4x teams, ACC gets 3x teams, Big 12 gets 3x teams, and 2x G6/ND get in based on rankings you are pretty much guaranteed to incentivize playing big games and generating revenue because only your conference games matter.
In a 24 team playoff, it gets even more absurd. Imagine Big Ten getting 6x, SEC 6x, ACC 4x, Big 12 4x, 4x at-large... literally all of the incentive is around generating $$ to fund your program and then focusing on finishing in the top third of your conference.
