In other words, IF he wants to live in Georgia, the disparity in quality of education and quality of alumni networks is mitigated a bit. That being said, it's still not even close and I would pick ND or Stanford if he really cares about academics and his future.

This. If I had a degree from Notre Dame, it wouldn't do more for me here than my degree from Moo U. If he plans on staying in Georgia long-term, those schools are just fine and dandy. That said, a degree from ND or Stanford or (insert elite school here) means a lot everywhere.

Bruh has a tough decision to make.

I'm surprised bama n uga didn't tell him to get bent. I'm assuming setting up visits actually takes effort, time and money. It's not like all these cancelled visits involved other rcts, coaches n staff making schedules for it to just continually be cancelled
