Looks like someone is clearing their cache and revoting for the other guy over and over. I was just doing the same for Julian. At first he was at 68.95%, then 68.83% after my next vote, then I kept voting really quick after clearing cache each time and it remained at 68.83% for a long time before I got slowed down and it dropped to 68.63%. I think the process is working, but someone is just pushing hard for the other guy.
