Or maybe, and this would be more of an inside reference that only people who go to the school would understand. But because of Temple's sh*tty location the students get "TU Alerts" messages sent your phone that detail what ever crime or threatening activity happened on or near campus. Things can be as trivial as ya know "Convenience store robbery 2 blocks off campus, use caution", or "Student mugged" and the obvious occasional "Student's home broken into with students tied up, beaten and robbed at gunpoint".

Rumor that I saw online is that because Independence Mall is on land that is considered a National Historical Site, special paperwork needs to authorized to hold events at the site. This may be what is holding up the process.
