I thought reports were he was going to be able to practice but not participate in the bowl game.
There were reports and considerable discussion about his being able to practice but not play.
I don't know and the article doesn't state if this is NCAA rule ( practicing) or UND.
I do know that the NCAA requires player who have not been active (playing/practicing) are required to go through conditioning and acclimation training before any contact similar to Sping Ball and preseason camp working out in shells, etc.
IF it is not an NCAA rule (practice), Kelly may not want the distraction in practice. They need to be focused on the bowl game and the eligible players getting reps. They don't need to be focused on the 2014 season.
Daniels still needs to focus on his reads so he's on the same page as his QB in the bowl and not getting used to the speed of Golson's ball until the Spring.
