I could understand if they had major development programs and intense competition, but outside the kids playing in CA, a lot of these kids are playing high school ball in places like Hawaii. Some even without pee wee or club teams before high school. Even when you look at the kids in CA, they are still quite disproportionate from the other races in the state.
